What formed
An order block is the last opposing candle (or small cluster) before price makes a strong, one-sided move away from a level. The idea is that large orders were filled there, so the zone tends to matter again when price comes back to it. Traders treat it as a supply or demand area to watch, not a signal to act on by itself.
It forms when a range or pullback ends with a decisive break: the final down-candle before a rally (a demand block) or the final up-candle before a drop (a supply block). The stronger and more imbalanced the move away, and the more the level lines up with other structure, the more significant the block.
